sunday HACA meeting , there was no meeting 2nd time it has happened only a couple board members show up ,not enough for a meeting. it is a big sham , they have plenty of trash talk on the internet but can not attend a public meeting . still no financial reports, and they have no liability insurance .

What's your point? For example, their financial reports are of no concern to me, as I have not contributed any dues for mismanagement. Nor is liability likely to be an issue; what lawyer would waste their time chasing a shack-dweller when County is clearly to blame for the illegal subdivision?

the point , no financial reports , the association has an obligation to the members/people who are sending in money ,to provide a financial report of where that money is going. as it stands now they are a "legal" non profit that has to comply with certain rules and laws. maintaining financial records for viewing by the members is one of the laws,as they continue to ask for money and accept money.
insurance , you bet a lawyer will sue HACA , there is a current lawsuit going on right now, and if someone gets hurt on the playground , or falls the association HACA, could loose the building to a lawsuit , they have no insurance to cover them .

HACA membership is not forced upon all landowners through a CC&R, so it seems to me that the individual landowners aren't a party to any potential legal action.

This would certainly fix all the "permit problems" and "drug abuse issues".

I think the "roads lot" is a bigger issue; every HA deed includes an "undivided 1/3944 interest" in the liability...

fwiw the river actually flows on average 8-15 days a year (averaged over the last 8 years), sometimes 2-3 days in a row but never more, yet... but if rain stops will dry up within 24 hours...
the flow this past storm (this week) was average, the flow from the 'almost hurricane' in Aug2014 was the record height since the big flood of 2000 (36" rain in 24 hours) from what my neighbour said. I know this because the river cuts across our property on Rd2 between C and B

kala, i completely agree 100% on the issue of road lot liability , and yes if HACA does not see the important to insure for liability , then goodbye to the building . perhaps a responsible individual will take it over. sooner or latter another lawsuit will happen and most likely be a road issue .

in 20 years of living in the acres i have seen that river flow for several days, usually after the first day it would begin to slow down . there were a couple times where it did not slow down and it was not cross able for a couple days . the river splits and has several flow paths , but in the past few years , yes banana it usually stops within 24 hours . it was pretty heavy the other day i have not seen it like that in a long time, it was real early morning .
