They are probably just doing the usual wasteful paving of the shoulders. I say wasteful because they will tear it all up when the do the actual widening.

Yes, be aware that if school is in session the "when children are present" on the sign applies in a legal sense. Many drivers will ignore this until they actually "see" a child, then the "guilt" speed limit will apply, but to an officer who is hungry the act of school in session proves to a judge that "children are present" whether physically on the side of the road, or not.

Phase II is the installation of a traffic light at Shower intersection. No start date set.
Per the most-current "official" map, Phase I includes paving parts of Pohaku Circle and 34th Ave, three roundabouts, and extensions of Kaloli, Paradise, and Makuu. No traffic light at Shower is shown. Maybe someone has a more current map?

Anything before 2011 is outdated. This is the map that shows the full extent of the Keaau-Pahoa shoulder widening. The plan is not that difficult to understand, even for the Punatic intellectually challenged. Two full lanes going into town, shoulder expansion on the road heading to Pahoa, where possible. It looks like there are stretches where it will be difficult to have two full lanes going to town and widening the shoulder on the side going into Pahoa. You can see the phases by the locations, what has been done so far, what is ahead. Phase II is from Shower to Macuu. Looking at all the old, outdated documents online shows how whacked the "planning" can get around here.

Here's a thought ... maybe whoever maintains these sites should remove the obsolete material and/or clearly label it as such? (I know, too much work...) When I browse www.keaau-pahoa.com I don't find anything newer than what I've found elsewhere. The "2011" document (110523 K-P PIM Boards.pdf) refers to the same 2010 Phasing Plan Map from DOT, which includes the "private" road upgrades I describe above. Time to call DOT and get the latest "no comment" runaround...

Dear Pahoated, your snide condescension is sometimes mildly amusing. Thank goodness we morons have you to explain things to us. I checked your posted link that even us intellectually challenged residents can understand. http://www.keaau-pahoa.com may have a map you describe but I couldn't find anything that goes into the detail you say is there. But I am seriously intellectually challenged. Two other curious aspects to the site you post. It is the only government domain I've seen that ends in .com not .gov. Every other DOT site I checked ends in .gov. And perhaps you can understand the site's FAQ. Seriously, Ted, take a look. I've always wondered "What is a ro" and "Why was the." The typos and misspellings are also curious. Where did you find this government site, Ted? Please answer in single syllable words for us guys that no get your smart kine brains.

Email: keaau-pahoa@ssfm.com Interesting that a DOT official has a ssfm.com address? They are an engineering firm: https://www.ssfm.com/ Is Mr. Tatsuguchi employed by both the state of Hawaii and SSFM at the same time? Would that be a conflict of interest? Is SSFM intentionally misdirecting web traffic to their company in order to gain something (information?) on this construction project by presenting themselves as the DOT? I'll turn it over to ted at this time...
