I've started the petition "Support a Community Park in Hawaiian Paradise Park" and need your help to get it off the ground.

Here's why it's important:

We support the dedication of a community park on a 20-acre parcel in Hawaiian Paradise Park, on the corner of 26th and Kaloli Drive. This park will improve our physical and psychological health, strengthen our community, and make our neighborhood a more attractive place to live for generations of families.

The Hawaiian Paradise Park Owners Association recently voted to dedicate the land to Hawai‘i County. The County Council has approved the issuance of general obligation bonds for planning and design of the park. However, no funds may be spent on planning and design until the County Council passes a resolution to accept the parcel. And before that happens, the Finance Department must provide this resolution to a County Council member. That is where we are now.

We respectfully urge Deanna Sako, Director of the Department of Finance, to have her department continue to move the process forward so that the County Council can vote to accept the parcel and so that the Department of Parks and Recreation can begin the next step of planning for a park for the public to enjoy.

To start off, I don't live in HPP but recognize the sheer enormity of HPP has multiple impacts on all of Puna.

The first thing to remember is all these failed developments were taken over by legitimate nonprofit associations. A corporation is managing your development.

It could be somebody forgot to make a domain payment. It could be the domain is going to be changed, most of the other associations have .org. It could be somebody noticed the full name of Hawaiian Paradise Park and realized it isn't a residential development at all but a conservatory park and it is being returned to the rightful heirs. /jk

Only found out recently that HPP is the second largest single residential development in the US. This is even counting all the gigantic ones in California, Arizona and Florida. Of course, this is size of the development, not the population density. It does look like HPP is in competition to increase population density to a California suburb development.

Subdivision size is measured in 3 ways: population, square miles, and number of lots. HPP is in the top few in square miles and number of lots, when built out fully it will be in the top tier for population too. In spite of the lack of infrastructure and connectivity development of lots in HPP is continuing, if anything the lava flow increased the rate of development in HPP.

Exactly: continues to grow large enough that infrastructure is necessary, yet people keep building despite the lack of that very same infrastructure.

Council recently ratified a new version of the HPP Master Plan, in large part because this hadn't been done since 1997; both versions read nearly identically: growth is rapid, services are lacking, those polled would like a corner store, HPP should have its own parks and schools to serve the local population, etc.

The only major difference between the 1997 and 2015 Plans is the population count and average number of open building permits (hint: active permits have more than doubled).

Whatever the factors are that continue to deprive HPP of a service-level and infrastructure commensurate with its population size ... they're working fine, because the status quo has remained basically the same for 20 years.

Does anyone know the status of the audit of the HPPOA books for the fiscal year 1 July 2014-30 June 2015? The one for the previous year was issued in October 2014, despite the disruptions caused by Iselle.

Did the "new" Board even start the process? Reminder, it is required in Article VIII, Section 8 (s), although that Bylaw does not specify timing.

I would think this would be a priority for members, especially in light of the concerns recently expressed by some members about obvious "complications" in the current accounting system,

Janet, please read my post about the membership meeting. The last known status of the audit is there. The treasurer said anyone can contact her if they have any further questions.

Our website is back up after verification of the registrar was taken care of. First hand info said the rest of the board was given a head's up 4 mos ago to submit this info.

Don't know if the niece is still the registrar. After the majority board voted to sever ties w/her, it's unknown if that action was ever taken. The last I heard at a board meeting, 8-10 local company names were submitted for screening by the board. After the resignation of 2 board members around April 2015, don't know if there was any follow through. HPP's website going down for two days is about a year exactly to the date of hiring the niece last year. Don't know if there's a connection to all that...

The information is still missing (not YOUR fault - the Treasurer's). I apologize that I was not clear that my question was seeking further information than had been provided to the members at the meeting.

"Once the audit is wrapped up" does not indicate when the audit was started or when it is expected to be completed. It could be that it has not yet started - or even been requested. I agree that the relevant Bylaw does not specify a time frame for the audit's conduct [Bylaws Committee, please take note]; it could thus be asserted that, as long as it is eventually completed (this year, next, whenever), the Bylaw has been satisfied.

And once it is completed "financial reports" will be available in the office.

Article IX, Section 5. Treasurer, (e) Obtain monthly financial reports from the general manager including an income and expense statement which will be distributed to directors and made available to the members.

She does not intend to start making these reports available until after the audit is complete? For how many months have these reports not been issued?

I do not see that this Treasurer's efforts could be characterized as "diligent".

I can verify that the audit did start awhile ago. The Treasurer reported at a board mtg w/in the past couple of months that an audit was in progress using the same auditors as in previous years. The Finance Committee mtg this month was cancelled so those who were hoping to get more info will have to wait until next month. No cancellation announcements are made on the website. I showed up one month only to find it had been cancelled.

Someone suggested that maybe the bylaws should be changed to require monthly Finance Committee meetings.
