I am a property owner in OLE. I purchased my lot several years ago.
I made myself familiar enough with the history of OLE in terms of the lawsuit and the conundrum of how poorly the bylaws were written back in the day (I've helped write the bylaws for a labor union chapter). Getting that stuff right is not easy.
When I purchased my lot, I knew then the road fees were too low to actually maintain the existing infrastructure. So I do not object in fee increases as long as the fees go to the purpose for which they are assessed.
I do not believe in running for a community board with the expressed intent to destroy it; that is not community spirit.
I propose the OLE board appoint a bylaws subcommittee to re-write the bylaws and remove any and all ambiguities.
In the meantime I will pay the fees that are assessed because I love OLE and believe it is one of the most beautiful and still affordable places in the country.

We were property owners in Fern Forest longer than we've been in Orchidland. Because there was no drama or 235% price increases, we never really paid much attention to the community association other than the yearly check writing. Does anybody know what Fern Forest is doing right that OLE isn't?

Now they have completely gone off the deep end, the Orchidland board reportedly accusing the Community Emergency Response Team of being part of a government espionage agency trying to spy on us:
Lesieli Kavapalu Dexter: It is sad that some folks will attack anything they can't control. The current board has been attacking ON, previous board members, and volunteers. They have even went after the Orchidland Community Emergency Response Team (CERT), blocking us from putting a storage container for our gear on the community lot. This makes it more difficult for CERT to help support the community and the Hawaii County Civil Defense during an emergency. The board accused CERT of being part of a government espionage agency trying to spy on the community. You can't make this stuff up.
Meanwhile Aulii Drive's potholes have gone from maintained and non-existent to getting closer and closer to what we saw in HA. It had been maintained by volunteers.

Aloha All Board Members and the Community At Large:
I wanted to wait 24 hours before I made a Statement in regards to last night ‘s Board Meeting. I will get right to the point.
Certain Board Members’ actions at last night Board Meeting were deplorable and desperate. They rudely started pulling off chairs and tables when Board Members were still addressing the General Assembly. They were turning off lights while people were still in the building, thereby, creating a very unsafe environment. They refused to participate in the Executive Session of our Board Meeting and had their cronies deliberately blocking the conduct of the meeting,
because these group of Board members do not agree with the positions that were being taken.
Your childish behavior and lack of leadership will not be tolerated any further. In addition, Mr. Wirick, you have been Officially asked not to post anymore information onto the OLCA Web-Site. You have also been asked on several occasions to surrender the Mailbox Key of OLCA, because you and your Cronies practice Censorship from other Board Members, including myself. Therefore, again, I am asking you for the Keys and for you not to post information onto the OLCA Community Web-Site, unless it has the Full Board of Directors’ and its President’s review and approval.
Ms. Tegen Greene, you also have been asked several times for certain Financial Records of OLCA, and you have not provided them to the entire Board of Directors and its President. I and other Board Members are still waiting for them.
Because of certain board members’ obvious disregard for OLCA By-Laws and Articles of Incorporation and policies and procedures, I am hereby asking Don Stoner, Tegen Greene and Ric Wirick to resign from the Board of Directors of OLCA immediately. And you other board members, who are participating in this type of illegal activities should be ashamed of yourselves.
Last but not least, The General Membership Meeting for November 21, 2015, has been CANCELLED!!! Proper notifications are being sent to all Board Members well in advance. Unfortunately, I could not inform the General Community, because Mr. Wirick and his band of Cronies control the OLCA Community Web-Site. You all will have to face the JUDGE IN COURT, and that is also including the rest of you who participate with them."

The President says the meeting has been cancelled, but the rest of the Board apparently still plans to hold the meeting this Saturday. Clearly if anything of substance is voted on, one side or the other will claim that the vote is invalid because of the conflicting info about the meeting date. Apparently some court hearings are scheduled for January and February. Maybe some impartial adults can help bring a degree of order to this mess. Hopefully this will happen before all of the Association's resources are frittered away...

What do I know but in the last few months more work has been done on the side roads than in the past 12 years, including gravel being laid down (37th) sides being smoothed and cleared, chip seal on Laniuma being bolstered, lakes being filled. Seems like the road crew and some members of the board are responsible for improvements. So it's all very bizarre and there are good works being accomplished for our subdivision. I get very tired of those who prefer constant drama and infighting to working together. One voice of dharmic sanity is board member Vijay. He seems to have a logical take on things. Is there a meeting or is their not? I pay my fees as requested as at 74 I really don't have the energy to do more than pick up trash along the 1/2 mile stretch where I live. Mahalo to the members of the road crew and board who really do have OCLA's best interest at heart.

Well, as I understand it, part of the reason that there was a hiatus of major road work being done over the past year or so is that Orchidland was required by state law to hire a licensed company to undertake the work (they had been using unlicensed contractors previously) and they had difficulty finding anyone interested. One of the allegations is that the Board recently hired an unlicensed contractor to complete the most recent projects.
I'm glad that your section of road is in good shape, but I'd invite you to travel on 37th from Orchidland Dr. towards Keaau. When the crew scraped the road last March, they actually created a 3-4 inch curb in many spots, which actually facilitated water pooling on the road. Literally within 3 weeks, the road was as bad or worse than it was before the scraping. Since then, they've been back and created random drainage cuts into vacant properties, so now we get pools of standing water along the side of the road,but the moon craters continue to grow in the road.
I agree that Vijay is one of the voices of reason on the Board; don't be surprised if he's the next one who will be selected for removal by the Board...
Update: I'm the first to note when something isn't right, but I also want to give credit when improvements are made. I'm happy to report that most of the major craters on 37th Ave near Orchidland Drive have now been filled with gravel. There are still lots of pukas, but the work that was done is a major improvement.

Orchidland was required by state law to hire a licensed company to undertake the work
I find this offensive: aren't these "private roads" which are explicitly not eligible for any public funding?
Where does it end? Do I need a "licensed company" to fix my driveway too?

well, yes, you do if you have a big driveway... here's what the Hawaii Department of Commerce and Consumer Affairs says on its website:
When is a contractor’s license required?
A contractor’s license is required for any project where the labor and material costs exceeds $1,000; and for any project that requires a building permit. An electrician’s or plumber’s license may also be required for any electrical or plumbing work on your project.
