Looking up the ordinance, this is a third draft.
Introduced by none other than ... Margaret "we can tax this" Willie. Not surprisingly, "residing in the County for more than 200 days/year" is merely one of many ways to qualify for the exemption...

The IRS has had guidelines that are in place for years ....when it comes to setting tax rules / definitions I would think the states are obliged to follow the IRS lead...(see capital gains and primary residence exclusion) .....
