in light of the questionable process involved in creating the subdivisions, that the county take responsibility for upgrading and maintaining a roadway into a county park
1. Existing rules preclude County maintenance of "privately owned" roads, nor may County accept any "substandard" road.
2. If County does this for HPP, every subdivision will want one.

The county got $10 million reimbursement for the lava flow emergency. They are still getting checks from FEMA also. This is to cover the cost of managing the flow, so it just pays bills.
Another interesting little thing happening. Remember, the council are your representatives, not mine. But always look at who introduced the bill and money, and that money goes to that district. Lions share goes to the lion.

County hasn't issued the full amount of approved bonds, either, something like $130M.
Remember, the council are your representatives, not mine.
Pretty sure they're not mine either, because I would never support the construction of public parks in a private subdivision only reachable by "privately owned" roads. Don't we have enough problems already without spending money to create new liability issues?

Exactly -- especially when both sides use "private" as an excuse.
Open RR bypass to ease roundabout construction traffic? "We didn't pay extra for our private roads so that The Public could use them for free."
Spend County resources to upgrade subdivision roads? "We are prohibited By Law from providing any support for Private Roads."
It's also pretty clear that neither side is interested in "solving" the problem, most common justification being that "it's expensive", with a strong contingent of "keep the country country".
If history is any guide, the neighbors of the proposed park will crank up their NIMBY campaign to prevent it being built, thereby spending more time/resources not addressing the real problem...
