Most domestic airlines have no prohibition on shipping roosters.When I was still working I would see them coming off of Hawaii flights all the time.
If it's legal to raise them then it's legal to ship them.
They do have a prohibition on wild exotic birds.They will accept documented birds that have been born or bred in captivity.
After Cecil the Lion they will no longer ship wild game trophies out of Africa.
They also ship crickets by the millions going to pet food stores and baby chicks that are shipped just after being born and before they have been fed anything so they don't crap all over the place.

Hawaiian Airlines, Aloha Air Cargo, and Kalitta (the airline that flies the cattle off the big island) won't touch them. I don't know the policies of United, Alaska, Delta, etc, those are "mainland" carriers.
The "other" local bird gambling sport, pigeon racing, the local carriers do ship them. I imagine a few of them might get lost over the ocean in the island-to-island races, but it seems a much more gentleman's sport than tying razor blades to rooster's spurs and gambling on them fighting to the death. The reason cock fighting is "tolerated" is because the gambling and drug sales that go on during the matches is organized crime. I'm sure it's probably not impossible for a lonely betting guy to hook up with some companionship for the night as well.

Roosters are everywhere .especially mountain view . Those agricultural zoned 1/4 and 1 acre lots supposed to be rural zoned not agriculture . don't move to mountain view it's real AG

I suspect most airlines are shipping roosters if they have contracts with the USPS.
I'm not a big fan of roosters, but I understand that they are part of the rural lifestyle.
