It looks like Lawmakers and Others in High offices are tired of having to deal with obstructionists to progress and are looking for ways to circumvent the Contested hearing B.S.

It's only a citizen group submitted bill so far, a long ways from law, and subject to being crushed. Last count was something over 2000 bills submitted so far, 10% make it to Act or law.

Whether it becomes law or not is beside the point.
Its an intelligent way to push back and let the opposition know that the clogging the system is not an ultimate path to victory. But only postpones the inevitable.
And at what cost to everyone else...

I read it.
The gist is that, if passed, the BLNR will have the power to appoint a mediator and put tight time constraints on contested hearings.
"Mediation shall be confined to the issues raised at the public hearing by the party requesting mediation." Legitimate disputes only like environmental issues.
That means no other wrenches thrown into the pot.( Like sovereignty for example.)
And anyone in protest will have two tries to settle.

If after the first round no agreement is reached the opponents will be given one more chance to come to terms. If no agreement is reached the final decision will be determined by the board. And I think we all know what that decision might be.

Your optimism is admirable. I'm yet to be convinced the BLNR is capable of making a decision.
