That's a whole nother topic but does have relevance to this discussion.There is a reason all the cruise ships are home ported in other countries... even tho they spend most of their time in US waters.labor laws are dictated by the country of origin.
...I guess that means if I do put a carrier out there.. I better register it in a third world country... to keep the labor cost down..

The question is kind of ludicrous, kind of like the ones that ask how to build a nonpermitted shack and get it permitted after the fact. This is Hawaii, not Loony-ville USA.
Instead of the ghetto decommissioned aircraft carrier, how about a live aboard sailboat? There are live aboard slips in many marinas around Hawaii. Ala Wai has an 11-year waiting list.
The other option is a yacht. A lot of yachts park off the Hawaiian islands in different places, there is anchorage off the leeward side of Maui. Ellison parks off Lanai with his yacht. It takes a DLNR permit that is good for 90 days, then you have to move. How far, is a question for DLNR.
If you pull in with some old scow inches away from sinking, the Coast Guard will probably tow it out to sea and scuttle it, charging you for the environmental prep before scuttling and towing fees.
