4-way stop definitely makes it safer... although... not everyone has been obeying the stop signs
I believe you've stumbled on to something Tom. Question? Was the intersection at Beach & Paradise the test site for an inconspicuous secret HDOT Puna prototype roundabout in a low impact area? Here are the facts: * Low traffic flow, so little chance of accidents during the study * Use of stealth or optical illusionary signs. I may see a stop sign, but apparently others see a yield sign or no sign at all. This provides test results for a roundabout design in which some drivers will stop even without a stop sign, or fail to see directional markings. * Curvilinear driving patterns. Instead of building expensive test roads, HDOT decided to use low cost, low impact moving objects (chickens) to simulate the unusual curves of a roundabout. They started small with just two birds in order to accustom drivers with the obstructions they now needed to safely circumvent, then HDOT observers provided large handful's of grain on a daily basis to expand the flock and their study. In the last 2 weeks I've seen a pair, a trio and a group of 4 nene on or near the HPP coastline. Not sure if any of these groups intersect.
