What's needed for PMAR is to first get a budget of about $2M to plan a route. Ya gotta put your socks on before you put your shoes on.
Assume the best and ask questions.

PMAR is a red herring in the state senate race, and I do not include it in my reasons for voting for Ruderman. There is no money, and there will be no money in the foreseeable future for PMAR until the state DOT changes its mind about it. Yes, we could waste $2M on planning that would have to be redone a decade or more later when the guys with the purse strings loosen up and the situation on the ground has changed.

Meanwhile, vote for Ruderman anyway.

Meanwhile, that $2M would actually build several alternative connectivity routes which would allow for improved emergency access, if that were actually the goal.

Whats strange is that Ruderman even talks about it (PMAR). The State transportation plan calls for the road to be 100% County planned and financed. Ruderman has responsibility, as a STATE Senator, for 130. He points to PMAR as a distraction from the fact that he is ineffective in moving today's primary road to faster and further completion. Total bait and switch and tells you something significant about his character

Again, not only Shipman has concerns about the PMAR, so does Hawaiian Homes, and Paradise Park (with good reason). Hawaiian Homes (another State agency) has other concerns, and will NOT agree to the PMAR proposal as submitted. You folks that think Shipman is a problem, good luck with Hawaiian Homes!

Fracking unbelievable how politics affects some people, and their judgement (not just Ruderman, but sadly, many.)

Again: the best way forward is to solve the "emergency access" problem where it is currently feasible with today's budgetary and political reality.

The PCDP Connectivity Working Group has identified several places where adjacent subdivisions could be connected for the price of a vacant lot and some bulldozer work.

Perhaps if HPP et al suffer the consequences of their opposition to additional routes, they'll find the funding and political will to change those priorities. There's no need for the rest of us to go without emergency access on their behalf.

The County's Puna Action Committee has identified an alternative emergency access that is Mauka and already being used in emergencies. Cost to improve is in very low 7 figures. That is the irony - the emergency route exists and is being used. Simp[ly that Russell can't use this for his campaign so acts as if it is not there.

PMAR stands for Puna Makai Alternate Route. Upper Puna connectivity is great, and beside the point.

There is already a connection of roads that is Mauka of Rt. 130 but connects Rt. 130 and Highway 11 - which is what was being referred to. As to subdivisions "mauka of Keaau along Rt. 11" there are in fact a number of connectivity issues that are being addressed by the Action Committee and the County (i.e. Greggor and Paleka) because there are problems there as well. Further, those subdivisions are growing more rapidly than the subdivisions along Rt. 130 and are facing many of the same issues - although more quietly.
