Why our jails are air conditioned.
Kulani Correctional Facility on Big Island was built at an elevation of 5000 feet. No AC required, but not certain it was the main reason for choosing the site.

Kulani Correctional Facility on Big Island
Is it still housing prisoners? At one point it was shut down, prisoners sent to the mainland. Maybe the air conditioning is cheaper there.

Kalakoa, Kulani is definitely open for (inmate) business again, and there is definitely no need for ac there. Brrrr. Sunshine is welcome to warm the bones there.
If The jail here has ac it's because it's so closed up, very little air gets in. It's like a smelly swamp in there with inmates carmmed 3, 4, 5 to a 2 person cell. Nobody is living in luxery there, workers or inmates, as neither the "accomodations" food or air are anything to envy, rather avoid like the plague.
Maui CCC is multi leveled with scariest inmates down a few floors. People would literally die in a cage without ac.
I agree that our schools and children need ac and hope we can find a way to provide a safe comfortable environment for them. I just don't think there's much more we can take away from inmates.
I swear, I've never sweated more than when pushing a med cart around those facilities.

I avoid political issues like the plague so I am really ignorant here, and welcome all corrections but: aren't most prisons privately owned? So their funds are in no way connected with the funds from the state controlled D.O.E. How can we direct more money towards schools and less towards prisons if this is true?

Shifting the expense does not change the expenditure.

Ultimately, if the State is signing all the checks, they are in control of the allocations.

We could decriminalize pot for a starter. A horrific number of inmates are there for pot offenses.

I think both prisoners and children need healthy facilities. Neither one wants to be there.
We didn't have AC in school when I was a kid; that was in Sacramento, CA, with 110 degree days. At least it was a dry heat.

Hawaii prisons are government owned and run, many state prisoners are sent to mainland for profit prisons though. All prisons, public or private, are paid for by taxpayers, the money comes from the same legislatively controlled pile of money as the money for schools and roads, or any other governmental service. Money spent on prisons is money not available for other things, some states are rethinking how they handle victimless non violent crimes as a way to reduce the amount of their budgets that are spent on locking people up. The for profit prisons are very profitable for their stockholders and have a lot of money to spend on lobbying legislatures to keep 'tough on crime" laws on the books. The United States is now the world leader in what percentage of our people are incarcerated.

There's a certain jail in Arizona that doesn't have a.c.
