I'm still waiting for HiloPuna (or someone else) to show us the exact statute citation or pCard procedure component that legally allowed Kenoi to charge personal items such as his bar association dues. Anyone?

If we spend enough time looking through the county rules, I don't doubt Billy is exempted from speed limits on our roads (so he can reach important meetings on time) and all manner of regulations we mere mortals with our insignificant station in life get ticketed and fined for.
What about our credit cards, the ones that charge us late fees and interest if not paid on a specific date. Try calling VISA when you're late and say "I'm the mayor." See how that works.

If there is so much rampant abuse, why even have p-cards? With the salary they have, their credit rating must be high enough that their card has a very high limit. It's their personal card, they can charge a "legitimate expense", submit their credit card statement to back up the reimbursement form, and get a reimbursement check. Cut and dried, no "I forgot". ( easy to "black out" other expenses, card number etc. for their privacy, and only show reimbursement charges).

I have; the phrase "at the discretion of the Director" appears often -- so often that it makes a mockery of having written rules in the first place. Apparently the "discretion" even works both ways, either exempting or creating additional requirements as needed on a per-incident basis.

Yes, part of Kenoi's story at the onset of the scandal was that he has no credit card of his own. While it's totally irrelevant to the legal case, I find it quite surprising that an attorney whose salary exceeds $125,000 can't get a credit card. He obviously likes to use them, though.
Meanwhile, I'm still waiting for HiloPuna to cite the statute or county procedure that exempts Kenoi from the "no personal purchases" pCard rule. Everything I can find says, "No way!"

Okay, maybe you missed it, all the many times you likely reviewed the P card rules. I'm sure you wouldn't be this opinionated without first fully informing yourself. If you go to the slideshare links earlier in this thread that are copies of a Roth to AG letter you will find a convenient copy of those very P(ersonal) card rules. Skip to page 6, where the restrictions of use, including personal expenses such as Bar dues ( as well as bar fines and bar tabs ) are enumerated. Read them all. When you get to pg 7, after all the prohibitions have been made (including call girls and dating services*) you will see a sentence that says;
"...Exceptions may be granted by the Purchasing Card Administrator..."
That exception was granted to the Mayor(s) and Ms Crawford has testified to that, and thats the fact!
