All the approved plans I've seen have rubber-stamped caveats all over them -- and some of these are specifically about front/side/rear setbacks.
It would seem that County projects don't need review/approval from the Building department? Maybe they figured it was no big deal to grant themselves a variance?
Of course, this is the same project with an "unknown amount" of pre-approved overtime... let's skip the ethics investigation and file some criminal charges already.
