After driving Highway 130 from Kea'au to HPP for decades and observing the change in traffic when merges and traffic lights were altered, I'm concerned the Shower Drive traffic signal may create serious traffic delays on weekday afternoons.

1) We need a traffic flow study before the Shower Drive light is installed to provide a basis for comparison, before and after the Shower Drive traffic signal is installed.

2) If after the signal is activated at Shower Drive, and if a substantial delay is created, the light at Shower Drive should be adjusted to flash yellow on Highway 130 between 3-6 PM to allow through traffic to proceed unimpeded. The much lower traffic volume on Shower Drive may enter the highway with a flashing red light between 3-6 PM, which is similar to the existing traffic pattern.

This is the rare government study that I would be happy to pay for, as it may prevent us from going back to the hour long backups we endured on Highway 130 for years prior to opening the Pahoa bound shoulder lane.

Oh, amost forgot: didn't Ige say "no new highway construction projects because we don't have the money"?

Is this traffic signal not construction, or was Ige misrepresenting the State's economic health?

The problem is in the standard signal implementation that will be used. There is zero creativity in the highway department.

Yes - with nearly a billion dollar surplus of our tax money!

This project is a safety & system preservation project, not a capacity one. There is a hold on new capacity projects because the HDoT doesn't have enough funds to do both system preservation & new capacity projects.
