as I understand the term, the actions of William P Kenoi were not "pono".

I particularly like the new balls field/duck pond (during rain).. they are building across from Naniloa golf course. I think light commercial or even low income housing would have been a better choice. Considering that fact that all the low income buildings on Banyan drive are on the way out.

Many of the tenants are low income, seniors and or disabled.

My understanding is the decision was made a long time ago to never rebuild housing on the neighborhoods that were wiped out during past tsunamis. Hotels and commercial seems to be buyer beware, but permanent housing is off the table for that whole area. Sports fields are a pretty good choice for someplace that will inevitably get flooded.
