HPP road maintainence
Board members prior to Jul 2014 visited HOVE for various reasons. They also checked out the chip seal and their assessment was that 1) they have a lower population=less traffic 2) they have much drier climate than HPP 3) their topography's different.

They showed good judgment to not consider chip seal as an alternative to asphalt for road improvement. An engineer also was consulted and he advised against it for HPP.

I appreciated your post. You have some interesting ideas and suggestions.. the Bylaw Committee already considered an oversight committee back in early 2015, and came up w/language for it...but we realized that w/an arrogant bylaw breaking board, they'd just disregard this "oversight" committee. Or what would happen if there was a stand off? So BLC canned the idea. # 3, the BLC already talked about tougher requirements for reps. Being that HPP's a multi million $ corp, we need more protection. We could get a criminal w/their hands in the cookie jar, someone involved in a lawsuit elsewhere, or a sociopath reeking havoc for 3-6 yrs. Those that don't mean us well will assess these weaknesses in our system and use them. There's no accountability w/volunteers so that makes HPP very vulnerable.

We have conflict of interest issues w/reps, and ofc staff who are lot owners. Would hiring a mgmt company eliminate a lot of these issues? # 4 used to be handled with a board policy that was rescinded so there's nothing in place today to prevent reps from using the staff as assistants. The structure has changed quite a bit since you worked for HPP. #5 is already on BLC's radar.

Thank YOU for reading what some might consider a "rant" from a former employee. Yes, I can see that much has changed and some things remain the same. Before the 2014 raid, the three of us in the office were non-owners who took our responsibilities to HPP very seriously. The two of us out front would wrack our brains to find every penny owed the Association. To my dismay, I heard that I was suspected of "pocketing" money....the evidence being that I bought a new car every few years despite complaining of not making enough money. Obviously, the person making this accusation never had to finance a vehicle, but paid cash.....oh well.
With regards to outside management, I came to HPP in the midst of Recievership, being hired by the Reciever-appointed Manager. It was pricey, but a lot got done, mainly because the Board (who was quite miffed) stayed out of the way and let the Manager do what was necessary to maintain the physical, legal and community needs of the Association. But that was the price paid for all the infighting between the Road Maintenance and "The Hui". I remember driving down Makuu Drive and marveling that I could see all the way to the ocean because all the albezias were cut back from the road....not one branch hanging out over asphalt!

I'll always remember MOST of my time at HPP fondly. I met some really fine people, learned a lot (no pun intended), and learned the hard way that even "friendly dogs" will still bite for no apparent reason. Thanks for the invitation, but I think it's best I decline attending any meeting involving the business of HPP anymore. It hurts my heart to even think about driving onto the property.

Thank you msky for your well written and reasoned comments. It is unfortunate for the association and yourself that you were wrongly terminated by Jo Maynard as so many other employees have been.

Mermaid your comment "We could get a criminal w/their hands in the cookie jar..." may have already happened. Jo Maynard back in 2014 hired her friend to be the office manager and who, we learned from the newspapers last year, was being investigated for defrauding Medicaid (see link below) and then convicted. Yes folks, we had a soon to be convicted felon working in the office with 2 million plus dollars of our road maintenance fees as the office manager. I can imagine that her trial and conviction may explain her sudden resignation from the office. Just as well, she was a pernicious employee any way, but the beginning of several more to follow thanks to Jo Maynard.

I work with many professional bookkeepers and they all tell me that having a HPP member working as an employee in the office, such as a bookkeeper, is a bad idea. It is a disaster waiting to happen. They have told me how easy it would be to skim money. And since the association does not have a functioning finance committee, which is mostly due to the general manager Don Morris and his boss Jo Maynard's agenda (the board has ultimate responsibility), we have no accountability and no transparency to our road maintenance money.

>Facepalm< Of course the desert and the rainforest would require different materials. I was more referring to the transparent, professional and courteous way that the HOVE RMC does business.

Chip seal is not a viable solution.. For the amount of traffic on the roads.it works fine for driveways, but access roads not so much.

Chip seal is like putting makeup on a pig.. it's still a pig folks.

Is chip seal good or bad? I don't know because there was no owner input, discussion or investigation before the money was spent without our approval.

I understand that a new grader has arrived and the road crew will be working through the 300+ requests for maintenance.

I hope they put any chip sealing on hold while they repair the dirt roads that so desperately need it.

Mermaid makes some very valid points about the election process and the impending election. We members will once again get hoodwinked. Will Ruth finagle her boyfriend to have the Eagles or Theagles as she produced an election document from, observe the counting that was done by the board again? That made the whole election illegal but then what's one more violation? If there were just a few rational board members, they would come up with a system that would make the ballot collection and counting full proof. They would want the election to have integrity. Better yet, they could just follow the procedures that we have followed for years. We know this won't do for them. I suggest they hire an unbiased, outside source to produce a lock box that they only have the key to and collect the ballots daily and that each ballot is signed by the home owner which would thus be verified. No stuffing the box. And no board members counting.Even our elections have been tainted by the board.

Caveat emptor reminds me that the board has totally bypassed the finance committee with large money transfers to chip seal which the members never approved and purchasing large equipment. Does this make sound business sense? We are on a dangerous road. With no transparency we can only assume in their criminality.

Obie,(Jo) your chip&seal statement is absurd. You are speaking of 2 totally different situation. The laid chip seal here is already falling apart. Pot holes in it before a year have been filled and weeds are growing though it. If your chip&seal (Jo) doesn't even last a year what is the cost to HPPOA to maintain it? We could have the best dirt roads in all of Hawaii with what you are wasting. 1 person's agenda destroying an entire membership.

Like I always say, remove the rotten apple and begin to repair all her damage. And one more thing. If you haven't kept up on the ongoings in HPPOA for the last 2&1/2 years you really can not comment.
