Whatever happened to the results/recommendations from the testing done in 2014, and why, as it appears that no one has followed same?
As far as doing your own maintenence on the roads, has anyone ever challenged the mandatory fee by turning in their receipts for their road repairs with a check for the balance?
The new board reps who's term started in Jul 2014 and from Nov 2014, didn't want any committees advising the board or the GM on anything pertaining to roads. Esp when CS became the majority board's agenda Jan/Feb 2015, shortly before the GM was hired. They didn't want any members who were knowledgeable/experienced about roads or road maint interfering w/their agenda. This isn't an opinion, this is fact. There's still one remnant of that regime on the board for another year. This is also why the RTSC was shut down, twice in 1 yr. Leo's suggestion to make road committees a membership committee may be the only way to go.
Regarding your 2nd question Tink..the FC has had very few mtgs & no scheduled mtgs (chk the HPP calendar). The FC is the members' only checks and balances. The board and the GM are the only ones who knows what's really happening w/the association's money (since Dec 2015), which includes whether anyone's being credited for purchasing base coarse to fill in potholes etc.

Anyone know ?
the chip seal roads already have potholes due to the poor quality job...who fixes them? Is it the hpp maintenance ?
Also are they chip sealing again?

Yes it's our road crew patching and fixing potholes on the CS'd roads. The newest (prob less than 2 mos old), on 26th between Paradise and Makuu already has had patch jobs.
At the last board mtg, the GM said they were moving forward w/CS'g but was unable to hear which road he said was next. All this despite our having DOH fines for fugitive dust on roads w/no road material.

Wait so you are telling me we are paying 80k for a crappy job then we throw more money at it because it's a crappy job and to top it off we have them do more crappy chip seal on our roads?
Who authorizes this? Who agrees to this? Who in their right mind does business like this?
Oh yea hpp does and with unlicensed person so there is absolutely no recourse for substandard work and product...I'm over it!!

These forums have taught me that choosing "cheap land and low taxes" means getting crappy roads and no recourse.
Apparently if you want paved roads and/or responsible management, you simply "choose" to live somewhere that has these things.
Simple as that: it's a choice.

I failed to include: and despite that the GM reported at the last board mtg that he has lots of requests for road material beyond what they budgeted for so members will have to be patient and wait.
Hmmm, the unlicensed contractor is a problem but it's our own people that are doing the work, so they are accountable to the association who pays these bills...hundreds of thousands of OUR $$$. The board is ultimately accountable to US for making the decision (outside of a board mtg) to CS our roads, purposely take the membership out of the equation when we WERE part of the equation, and do it on the cheap so it's doomed for failure. They are also responsible for not having an engineer involved, not filing proper permits and not answering member's questions on the CS $$$$.
What the members want and ask for doesn't deter them one iota. Which begs the question on whether this is just blatant arrogance OR is there something else going on w/our $$$...if they've nothing to hide then why all the non transparency w/our $$$?
i.e. Where's the board discussion and vote at a board mtg to lease property in HPP to store the CS equipment? It was part of the contract to provide secure storage for the equipment but there was no verbiage on where. I think some clueless reps assumed it'd be stored near the whse.
Since when has HPP been in the business of leasing land? If the contractor is leasing the lot, the contractor would pass on that cost to HPP. Then wouldn't that mean the $80,000+ per CS mile they quoted at a board mtg is actually much higher? And HPP's still responsible if they're breaking the law by running a CS business on AG land.
