What's the best way to get from Puna to KOA airport without a car?
Hele-on Hilo-Kona route (which stop?) and walk?
Hele-on and lyft/uber/cab?
Thumb out (and gas money) near commuter parking on Puainako?

Why ain't there more people whith small planes ferrying people across the hump? To much regulation, insurance, and general red tape I suppose.

There's a bus that leaves Hilo terminal between 300am 400am weekdays only that goes to Kona and is the only one that travels on Hwy 19 the whole way. You just tell the driver to stop when he gets to the airport turnoff. Then you have to walk the rest of the way to the terminal. They don't make it easy...but it is doable

Although there is only one non-transfer way to get almost there, with a transfer at Hilton Waikoloa you can leave Hilo a little later & have the bus take you into KOA by leaving Hilo Bayfront Parking Lot bus stop (by the soccer fields) at 5:05am, arrive Hilton Waikoloa 7:15 leave Hilton on the Kona-Phala route at 7:60 arrive IN KOA at 8:30am

ETA: bus transfers are free, just tell the driver when you get on that you would like a transfer & usually they ask where to.. & luggage other than a daypack-like size is an additional $1 per piece

Just rent a car in Hilo from one of the rental places with a non-airport location, to avoid the airport taxes. No drop-off fees from Hilo to Kona. Plus, you are in control of when you arrive.
