Why do you consider speed bumps to be environmentally unfriendly? I was hoping to get something going in front of my place, a dirt dead end street.
Most of the neighbors are considerate and try to drive with an eye towards the dust. But there are always those few that make as much dust as possible. We, on the mauka side of the street, are eating and breathing their dirt.
Even nicely asking them to slow down has no effect, has made it worse in one case.

Cars slow down, then accelerate after a speed bump, burning more fuel. The noise from acceleration is a bad side affect and when you get motorists pissed off about the speed bumps on a gravel road, they may purposely spin their tires, creating more dust and potholes too.

Help me understand this.... It seems from some of the comments about this topic, it is common knowledge of the dangerous illegal activities, however the police do nothing? Please help me to understand how the police do not respond with proactive enforcement. Seriously? It was even advertised on Craigslist. How hard would it be to simply drive you 45k taxpayer paid unmarked suv's down the road. It's called proactive patrol....most police routinely patrol in areas known to have a problem. I really don't want to bash the police, but sometimes I really understand why some in the population don't like, trust or respect law enforcement.

I'm all for kids sowing their wild oats or whatever.. but they should have a dedicated strip to play on rather than a public road.
I'm surprised they don't have a cannonball run to Kona. Last one there buys everybody's lunch.

There is a need for dedicated recreational areas, but every time someone tries to build one, they're faced with massive opposition from whoever lives near the intended site.

After two decades trying to make the park a reality, the HRA hopes the county will put funding for a $20,000 to $30,000 economic study in the next budget cycle...

From my conversations with residents near the unofficial, unpermitted Red Road Raceway, they've voiced massive opposition to the regular races that take place there. It doesn't do them much good.
Four people are in a room and seven leave. How many have to enter again before it's empty?

did they do an economic impact study?
If you look at the driveway and gate mauka from the garbage strewn staging area, you'll see the remnants of two impact studies parked there. It looks like they used to be compacts, so economically speaking, not too much of a loss.
