Seems we're still searching for a solution for the most problematic of the homeless: the hardcore addicts and alcoholics, the layabouts, who are often part-time thieves.

They hardly making a living at stealing, like the genius who stole the bicycles from the cops in Hilo. But they continue at it. Mostly stealing impulsively and opportunistically.

Consensus seems to be more rehab, more counseling, more food stamps, free needles for heroin, if needed, more compassion. Maybe they'll get better.

Most folks reject the prison model (with some good reason) and also its milder variation: Some sort of homeless farm with free housing and an attempt to induce these folks into contributing a bit. Yet to be considered in East Hawaii.

The primarily goal here is not to put homeless (who have engaged in criminal or anti-social behavior) to work, though there should be a requirement that they remain on site a significant portion of the day.

The main goal is to give these homeless a place to be. As opposed to having them randomly roaming about, as is now the case.

I encourage everyone to spend some time, both as a resident and a volunteer, at any of the facilities around here. Providing work exchange opportunities for willing participants is valid; it happens all the time. On the other hand, public service personnel are needed now more than ever to help those who for one reason or another can't or won't accept some sort of employment. One thing I can tell you for sure, we all would be well advised to do something positive for this community.

I have read a lot of horror stories about how difficult it is to get rid of tenants once they wear out their welcome. I would be very leery of letting some down and out person stay on my property lest I establish some sort of legal precedent that comes back to haunt me. If I could be assured that they could be induced to leave if/when necessary I might open my gate to them quite readily. Ironically the tough pro tenant rules make that not very likely.
