Seems we're still searching for a solution for the most problematic of the homeless: the hardcore addicts and alcoholics, the layabouts, who are often part-time thieves.
They hardly making a living at stealing, like the genius who stole the bicycles from the cops in Hilo. But they continue at it. Mostly stealing impulsively and opportunistically.
Consensus seems to be more rehab, more counseling, more food stamps, free needles for heroin, if needed, more compassion. Maybe they'll get better.
Most folks reject the prison model (with some good reason) and also its milder variation: Some sort of homeless farm with free housing and an attempt to induce these folks into contributing a bit. Yet to be considered in East Hawaii.
The primarily goal here is not to put homeless (who have engaged in criminal or anti-social behavior) to work, though there should be a requirement that they remain on site a significant portion of the day.
The main goal is to give these homeless a place to be. As opposed to having them randomly roaming about, as is now the case.
