Uncle Roberts open?

Excuse my ignorance but does anyone know if Highway 130 is open to non-residents (beyond Leilani) and/or if Kalapana is accessible and/or if Uncle Roberts is still happening tonight?

I googled and googled but can't find a definitive answer.
A link would be very useful but just the answer is fine too.
