Kalakoa: may have been owned by Shipman at the time but according to the County records: 161430330000 is now owned by the hotel group.

I would hardly call leasing land to someone as being a major investor in that someone's business. How Puna Sugar ran their business and land they leased was by in large not under control of the land owner - including whites only issues. Shipman's are Hawaiian and proud of that blood. Excluding non-whites would include excluding themselves.

Race is irrelevant, only wealth matters. The Big Island 1% want to use this disaster as an excuse to funnel more tax dollars to their private real-estate ventures.

What percentage of evacuees will choose to stay in Puna? Of those, how many can afford to rebuild? Of those, how many can afford to wait 18 months to 3 years for new land and infrastructure? We will pay tens of millions for infrastructure, and very few evacuees may benefit. Meanwhile someone rich will sell a lot of improved lots and get richer.
