Same here - as a contractor for Hawaii State government in a mixed state/county office. What I observed daily, was appalling. The vast majority of the employees would have been fired from "real jobs" in the private sector.

It's not just government -- the bar is really low, here; businesses that wouldn't last 10 minutes in SF or LA are still able to thrive, usually without competition.
