Seems more like a union slash leadership problem, than a worker problem. I have faith in the grunts that do the work. But I have to question the other.

I have a sudden craving for popcorn..

I dont think it a union or worker faults the county and state lets it happen the company's know they can do it this way and get cost overruns or no penalty for doing it.
