The portion relevant to the BI:

The County of Hawaii Department of Environmental Management Solid Waste Division proposes to construct an organics composting facility, so an Environmental Assessment has been prepared to comply with Chapter 343 of the Hawaii Revised Statutes and Title 11, Chapter 200 of the Hawaii Administrative Rules. The Proposed Action includes the construction and operation of an organics composting facility in Keaau in the Puna District on the north side of the W.H. Shipman Business Park.

The facility would comprise approximately 3 acres within the approximately 40-acre parcel. Access to the facility would be via
Kipimana Street, the primary road within the W.H. Shipman Business Park.

The Proposed Action is intended to divert green waste and designated organic materials from the South Hilo Sanitary Landfill and the West Hawaii Sanitary Landfill by establishing Hawaii County’s first municipal composting operation to be named East Hawaii Organics Facility. This is especially important since the South Hilo Sanitary Landfill is expected to reach its permitted maximum capacity within the next two years, and the County has initiated final closure procedures in compliance with State and Federal regulatory requirements on landfill closures.

Most of the revisions are to clean up grammar and the process has been going on for over a year.
They have even held public hearings.

Sorry folks, i have been gone w family ilness. The new revised statutes are so comprehensive, that you will be surprised to see such interesting professional work at hand, many sections,from homeless housing ,to eis znd eas trugger points, these new statutes will increase the power of the state to not be as botherrd by eco lawyers. Should be interesting.

Any body read the full 181 pages? How do u see the impact from old and to new , es and eis thru new rule changes? I would pay someone professional( honey in trade?) to make me more savy?

It looks as if I will no longer using county supplied mulch/compost.
From the BIVN clip the contractor for the operation of the new facility will be "marketing" the compost at a price yet to be determined.
It will end up being only be for supplying commercial mulch/compost haulers.
Once again, the citizens of Hawaii County lose out to the county's looking out for them.

This time, I can no longer participate in the primary.
