If this bill passes, it's just one more reason to sue County and force an audit to find out where the money went.

As far as Road Fee's ( tax ) in H.A. - all must be approved via the Land Court in Honolulu . The land Court has already ruled on this 3 times since 1963 and it will take at least 5 years to be shot down once again . Even the county does not pay their dues on the connector lot so they are not members of good standing .
The county for 20 years has not paid their dues - as it is volunteer only. $60.00 Volunteer fee for HARC and $30.00 for HACA per year.

At least 10% more than the fund balance, so that an increase in the rates is required.
It will take 3-5 years before people figure out they're not getting any road improvements.

We have just found out that the escrow folks charge the buyers of lots and or homes in H.A. a fee or tax of 100.00 $ to HARC and 100.00 to HACA ,when it is actually $60.00 and $30.00 respectfully.
Where is the extra fee's or taxes going ?
Is there any way a lot owner can access the books of both HARC or HACA ?

The extra fees at title transfer are for covering the cost to HARC and HACA for changing the information in their files. It's probably illegal due to the structure of these entities, but will likely never be challenged.
There's a section of HRS 414D that covers access to records. You can make the request as described, but if they refuse your only recourse is to sue them. $$$$$$$$$$$$$$$$

We found out that no ballots have been sent out to dues paying members
of H.A.R.C, for the last 5 years.
Self appointed board.

“December Election of HARC Board Members: The annual election of board members is coming this December. Nominations for Board Members must be submitted to the HARC office no later than October 3, 2019. The Nominating Committee will gather all the nominations and present them to the Board by October 9th. The list of candidates will be posted on ballots, which will be posted online. You may fill in your ballot and mail it in to the HARC office. Completed ballots must be received by the HARC office no later than December 8th. Please watch for the ballots.”
