There is a big divide between liberals and conservatives here. If you look at the link I posted, it gives good reason why there is debate. Again:

Two pro-landlord examples that are fairly challenged by liberals: 1) Landlords do not have to give advance notice to raise rent 2) Requirements that landlords must make repairs are weak.
The most contentious issue all around: Should landlords be able to expeditiously kick out tenants for failure to pay rent. Most conservatives say Yes. In some states such tenants
get kicked out in 5 days by a sheriff. Very pro-landlord legislation.
In Hawaii, the second most accommodating state in the nation towards tenants, we have a hugely protracted process for evictions. It can take months. Liberals want it that way.
I call it coddling or perhaps more precisely: government abuse of landlords. If the state wants, it can provide temporary emergency housing for these folks. (Liberals can help pay into a special fund for the purpose.) Don't burden the home owner. Do you think their bank is going to allow him/her to miss mortgage payments because of a deadbeat tenant?

There's more chance of legalizing open carry guns in Hawaii than reducing tenant protections.
