Driveways on a real public road or highway require permits. If the driveway is legitimate, County may not have the authority to block it, especially if it's on a State highway.

Just another pointless procedural argument. Mayor Kim clearly has a plan to drive everyone out of lower Puna by making it so difficult that they just give up and go away, and it looks like people are going along with it.

Making everyone give up is cheaper than buying them out. Really, that's what needs to happen: roads for remaining homes, and you can repair your home at your cost, or get bought out (by HVNP?) but no new (permitted) construction in the rift zone.

By this standard, no new construction on Kauai, or along that gulch in Hilo, etc. They're all disaster-prone areas where investment is at far too much risk for to be subsidized by public funds.

I see the problem as a failure of "one-size-fits-all". The full permit-license-fee-inspection overhead is probably useful in high-density residential (R or faux-R Ag) areas. It's overkill for low-density agricultural areas, lava fields, etc. Why can't we have sensible requirements that are suited to the places they apply? Give people the freedom to choose, with clear understanding (acknowledged by registration, paying a fee, receiving a certificate) of the possible risks, and leave the public money out of it.

The county secured a $1.7 million disaster case management grant this year from FEMA that will involve reaching out to each parcel owner who was affected.
Under that grant the county will gather information on what benefits property owners have received, what their current needs are, and also to let them know what options are being considered for the long-term recovery plan, he said.
The county is now recruiting three temporary workers who would manage the grant, and is seeking proposals from contractors who want to handle the actual case management work, he said. The interviews of property owners should start in June, Takemoto said.


Says it all, right there. Almost exactly like the RUC project: designed to capture Federal grant money, "gather information" and "let people know".

Very well said, kalakoa. Because the democratic regulators can't stand it. You are depriving them of their right to regulate in full. They feel shortchanged.

Or depriving them of saying their favorite words, in request to citizen appeals: No, we can't allow that.
