Poorest town in Hawaii: HPP?

USA Today list of poorest town in every state has HPP as poorest in Hawaii. Huh? https://www.usatoday.com/picture-gallery.../39431927/

I would imagine all subdivisions in puna ( lower) would be about the same, census data aside. None of them from fern forest down are exactly a prime example of prosperity. ( I realize prosperity is a relative term). Some folks are happy living a simpler life.

Since when is HPP a "town"? It should have been Keaau, since HPP is part of Keaau.

I actually think HPP would be on the higher side of subdivisions. Guessing places like Eden Rock, Hawaiian Acres and others would be "poorer" than HPP.

You can probably be clued in by the prices of lots

EW, I was thinking the exact same thing. Maybe HPP has enough population density to make their list, but not the others...

I hate it when Hawaiian Acres is deprived of a deserved honor!

Keaau isn't a town either. The only incorporated city is Honolulu. I've long wondered why the subdivisions don't attempt to incorporate -- the lack of legal framework would make great lawsuit fodder.

The recurring theme seems to be: "government won't provide services to you, but it'll make damn sure you can't provide for yourself either".
