It’s a spoof number, or fake number.

Robocallers have discovered that if they target victims with a more local looking number there’s a better chance they’ll pick up. The calls are generated by computer, VOIP, so they can insert any number into the caller ID. Most of the time you can’t call back because once they rip you off they don’t want you asking for your money back. Occasionally they will use a legitimate working number that belongs to an innocent person not connected to the scam - - and that person will have no idea what you’re talking about when you reach them..

The real problem is that the carriers allow this -- because the robocallers are actually the customer, not you.

...and you’re the product. More specifically, your phone number and name is the product. If you answer one of those calls, your info goes on a list of hi-value numbers, to be sold over and over.
That’s why you should never answer an unknown number.

Yup it tells the spoofers/ scammers that not only is your number a working number it's also "active". If you never answer it is more likely of deterring them, possibly deeming your number "inactive". If you answer and call back they'll be sure to increase the frequency of calls to you from other spoofed numbers of their choice. And probably sell your number to other scammers.
