An example of priorities - - no roads* but let's pick a name for Fissure 8 (refreshments will be served):
The Hawai'i Board on Geographic Names (HBGN) will hold a followup community meeting in Pahoa on Thursday, September 19, 2019, to continue community dialogue and collect community stories related to the geographic features created from the 2018 Kilauea eruption. The event will open with refreshments at 6 p.m.; the meeting will begin at 6:30 p.m. at the Pahoa Community Center. * in fact, there are roads under the lava in Leilani with names, for all the good that does residents there

If you know approximately how much that will cost to put a new road and hook up electricity to your place go to gofundme.com
Open the page tell people your story and hope for the best Aloha

Being that this is a FEMA / federal funds related disaster problem, file congressional complaints. The agency (FEMA) is required by law to investigate and respond to the the complaint within 30 (or whatever) days.
https://classroom.synonym.com/file-lette...11940.html Send to elected reps congress and senate. It may not get your road built but it won't-not-get your road built, and you'll make bureaucrats explain why there hasn't been any disaster recovery for you. It's free.
