Aloha,
I have a question, we have a house with a attached carport. Our house is permitted, and we want to enclose our carport. It seems to be a big hassle to permit it, and all i want to know is, if i dont permit the carport can someone get a loan if/when we want to sell our house. I know the carport wont count as sq ft, i just want to make sure we can sell it.

It's not a hassle to permit it at all, but if you don't want to permit it then it still would be a carport in the eyes of the appraiser when you sell it. The buyer would get a loan accordingly. However, and that is another subject, you will have to disclose it at the time of the sale that the carport was converted to a garage without permit and might be not up to Code. IMHO, I would get a permit, the value of your house will increase with a permitted garage.

Our goal here is to enclose the carport to create another bedroom and laundry room.The hassle we see is getting someone reliable to take care of the drafting of the project, already tried one guy and he screwed us out of money and did absolutlely nothing, nice guy hey, so any way this is one of our concerns, the other is from what I understand, we would have to also get electrical permit, and an electrician to do very simple wiring tasks I can do myself , but would have to pay him as to go foward with drywall and finish work, all I can do correctly myself, but I am not a licensed contractor...so please help us understand the rules better, Mahalo

Correct, a licensed electrician would have to do the work. If there are plumbing changes, those would have to be done by a licensed plumber.
You'd get so much more in value upon resale by dealing with the small hassles of permitting that I would also recommend that you do it. Cat can definitely help you with finding draftspeople, electricians and plumber (if needed) and steer you to ones that will get the work done fairly and effectively.

How carved in stone is a plot plan? Could you actually move things around within the set-backs after the permit was issued? Like relocate a drive way, reposition a building, move a cesspool location from side of the home to the other etc....

Depends on who you ask and how much of a change you make. Bldg dept will always tell you any changes requires a revision. In the field, I have seen changes made - say in HA moving the house pad back 50' or putting catchment in a different place that haven't generated a revision. Moving it back from 50' to 800' probably would. Flipping house direction tends to generate a revision request from inspector... it all depends on inspector... driveways tend to be not as critical .... except when on a corner lot. Makes a difference in the addressing which street your driveway comes out on - it affects 911 and you want 911 to find your driveway if needed!
Usually your wastewater design says on it "Exact location to be determined in field".... So as long as the final paperwork to SOH Dept of Health is correct moving a cesspool isnt an issue UNLESS moved too close to house (less than 5')...
