The next time I'm returning from the mainland I'll ask my flight attendant if they've read and fully comprehend HRS 150, as they are the representative responsible for it's proper implementation.
The point still stands. If an entire system is in place so air travelers must self declare whether or not animals, fruit, vegetables, etc are in their personal possession and bound for Hawaii, it's certainly possible to ask cruise ship passengers, especially those testing positive for COVID-19 whether or not they took a bus to the Hilo Walmart.

Assumes the travelers will be honest and forthcoming.
The true purpose of the form is to gather tourism information.
Ironically, the airline never has any pens/pencils, you're expected to provide your own.

One time I filled out that form and put down a bunch of species that require permits to import. Nobody ever contacted me. I was wondering is that because I had the permits? So I asked somebody who works for the agency. She told me that most of those forms are never looked at. Your government "at work".

That's a mortality rate of 3.836% (Seasonal flu usually 0.1%)
And are most cases still unresolved?

Quite frankly the numbers coming out of Italy are alarming. I’ve seen evidence that there are multiple strains of this novel coronavirus and some are less virulent than others while some are more deadly. For example, the strain in Washington state appears to be spreading more rapidly, but with less mortalities. It may be that Italy is suffering from a more virulent strain(s).

The numbers coming out of Seattle are worse than Italy. Prefaced with "yeah but it started in an old folks home" statement, there are a lot of old folks in Hawaii.

You might enjoy this refutation of the L&S strain paper, as they note there are over 100 "strains" with small genomic differences with no demonstrated evidence for any being more or less virulent (warning - science ahead!)

That said, even without different strains, Case Fatality Rates are of course going to vary by region with those areas with older people seeing more severe and fatal outcomes. Look around and think about what this might mean for you and your immediate community here!
