Punaweb registrations change

As we relaunched PW I left the registration wide open for self registration to make it easier for members to get back on board.

With the repeating spammer showing up under different names I have now reset registration to require administration (me) approval.
We will see how this rolls... until I can find a more simple means of blocking the spam.
