The WHO has not "flip flopped" Crappy links that are referring to the "Barrington Declaration".   This statement in favor of "herd immunity" can be found on the web, along with excellent rebuttals for those interested. 
What you're implying here is really a false choice:  Either all (lockdowns) or nothing (herd immunity via infection).  Lockdowns came as a result of having a lack of information on the virus and no testing capabilities. Now there is no political or societal will for full lockdowns in the US or Europe anymore, nor is there a need for them when adequate mitigation measures are adopted and followed.  Hopefully Governor Ige has finally been convinced of this too.

Don’t shoot the messenger, I’m just sharing what the World Health Organization is now saying about the lockdowns that are crippling our economy and causing other health related issues. Not my words.

Upon arrival, a traveler will be guided to the terminal, where they will queue for an antigen test that provides results within 15-25 minutes, Akiona said.
In the queue, travelers will have to register and provide basic information — name, date of birth and a phone number and email address — before being moved through the testing area.
While waiting for test results, travelers will wait in a sitting area where furniture has been arranged to maintain social distancing, Akiona said.
Should a traveler test positive, they will be taken to another part of the airport for a second test — a polymerase chain reaction, or PCR test, which takes longer to produce results. Otherwise, travelers with negative test results are free to leave after receiving the results via email.

There being no quarantine waiver for interisland flights to the Big Island, I will have to spend my vacation dollars on the mainland. Oh well.

That doesn't make any sense.  Travelers coming from the mainland who have done a Covid test prior to flying will want very much to take the test in order to avoid quarantine.   Travelers who did not take a Covid test prior to departing have no need or desire to take the test because they will have to quarantine anyway.  A test for them would be a waste of time and resources.

Who is confused here besides me, Mr. Kim or kalakoa?

You can refuse both tests and just quarantine. Just finished my 14 days on Thursday. Would do it again to avoid the $150.00 test cost and the long wait at the airport.
I was off the airplane in Kona and waiting for my wife to pick me up within 4 minutes of walking off the plane.
Just need to go to the state's website and fill out all the paperwork before arrival.

Kim's latest proposal is, of course, completely different than elsewhere in the State: no pre-test, your quarantine ends when you test negative. You're allowed to break quarantine to get the test. Which you pay for.

I flew into Hilo on October 3rd after working 7 weeks on the mainland. I didn't test as I preferred the quarantine. I live on 3.5 acres, so quarantine isn't difficult. Heading back to the mainland at the end of the month for work. I plan on doing the 14 day quarantine when I return from that trip also.
