It seems to me, that if there was some way to recycle vehicles for free or cheap on the BI, then there wouldn't be so many abandoned and burnt out vehicles all over the place. Is there really no way to at least to take some tax dollars to buy a crusher, or find a lot to put these things in, so people can pick through them for parts? JFC, I'm really getting sick of these car fires because someone can't afford to properly dispose of their vehicles... What is the solution here people?

Personal responsibility?
I often hike to the undeveloped north side of Kaloli Point. I can’t tell you how many times I see a big pickup truck parked on the coast, then the next day they’re gone except for scattered garbage, or garbage collected in a big black trash bag left behind. It was no problem to drive the plastic containers, bottles, and wrappers in, but then, somehow it became too much trouble to drive it out?
It’s similar with a car. How much does a cheap car cost? A thousand or two? Then there’s the cost of gas, repairs, insurance, etc for the years it’s driven. Somehow the owner can afford all of that, but when it’s time to junk it, “someone can't afford to properly dispose of their vehicle?”
I don’t think affording the disposal fee is the root of the problem. Unfortunately I don’t think the problem creators are ever likely to be part of the solution either. What about a low lying area in lava zone 1 as a dump and auto junk yard? If a lava flow covers it with 50 feet of pahoehoe in the future, problem solved. Environmentally it may not be that different from the 700+ homes, nurseries, and farms under the 2018 flow.

Everyone already pays a "roadway beautification fee" as a surcharge on their registration.
County will use these funds to remove abandoned vehicles -- but only from public roads.
The solution is very simple: make sure all derelict vehicles are only abandoned on a public road. Relocate them if necessary.
The hundreds of vehicles recently removed by County from DHHL land? Illegal by County's own "only from public roads" policy, and going unchallenged.

The vast majority of the vehicles are not "abandoned" by the legal owner. They are abandoned by the thief, after stripping the vehicle of easily sell-able parts. They burn the vehicle to remove fingerprints, etc. from the vehicle.
The solution is a federal task force for stolen vehicles and extreme punishments (as in, send to a mainland prison) for those caught.
