Sorry kalianna, I am trying my best to keep the conversation on Hawaii specifically. I didn't name any other specific places.
As for Manao's thing about me not having the credentials, there are many who do who would agree with me. I read opinions from about half a dozen different epidemiologists, masters of public health, practicing doctors. Some of them being all three.
The science just isn't conclusive except on the most basic NPIs (isolating when sick etc). You don't need to be a medical doctor to research this yourself. Of course everyone has differing opinions, but I think it's pretty factual to say that we just don't have any proof the vast majority of these interventions that weren't tried and true methods had much effect. Even Cochrane (basically a pubmed that takes out the trash), agrees with me on lack of evidence for masking.

^^^ Just one of many who agree with me with expertise in this field. He specializes in Hematology Oncology, tends to some of the worst covid patients when he is in the ER, is a master of public health, and is an associate professor of epidemiology and biostatistics.
He also wrote books on evidence based medicine, interpreting clinical trials, and has many papers with many citations.

There are those with even more impressive credentials too...
Edit: And as for isolating focused protection of the vulnerable, it would have had about the same effect as the other interventions but at a much lower cost. It likely wouldn't have worked that much better, but at least you could have tried without screwing over everyone else.
