Robert La Tenser is very good. If your brother has a draftsperson draw the plans, Robert Smelker will review and stamp.

An architect might be 10 times more expensive.

Only ten times more expensive? Frequently they get paid by a percentage of the job so the whole enchilada will be "a bit" more expensive.

I disagree in Hilo - Robert La Tenser charges a SF price to draw/stamp - he does not charges based on the total project cost.
I would also add Neil Erickson to the list.

Daniel Bona charges a SF drafting price - not based on the whole project cost. Smelker stamps most of his stuff.
