Roads Are Easements Not Planned Communities Or HOAs

"So yeah, I feel like ANY "delay" might want to be investigated."

So you think the paramedics should drive at an unsafe speed through HPP endangering the patient and the general public ? The paramedic in the back of the squad is in communication with the hospital and administering medication.

When they turn off 130 and head up W. Kawailani St they drive the speed limit and slow down to early a stop at every intersection. When they turn right on Komohana they continue to drive at a reasonable speed.

it might also be wise for HPPOA to speak WITH owners

In your experience Patricia, how has that worked out in other matters with HPPOA?

HereOnThePrimalEdge, I do not often use the laughy emoji face. I think it can be too often abused and used as a passive/aggressive/dismissive thing. But, in this instance I would use it. Because the idea of HPPOA actually speaking with HPP Owners (more than their minority supporters) and listening, is truly laughable.

For now the only speed humps/ bumps are going on 28th to stop all of the speeders who don't live in HPP.
They cut through HPP to save a minute or two and they have complained about our speed bumps on our private roads.

Obie, do you know if the residents on 28th are paying for that using the Speed Hump Policy?

Something just occurred to me when seeing a question poised in another thread.

Isn't the premise of this lawsuit against HPPOA and the misuse of road funds and violations of deed restrictions for mailbox parks more or less claiming that HPPOA is just strictly a "road maintenance" organization, and all other things other than "road maintenance" fall under what would be considered a "voluntary" type of subdivision management, or in some way resembling an HOA in that regard, which, as such, does not exist?

So then, where does speed humps/bumps fall under the claimed definition of HPPOA being a "road maintenance" only organization if their stated goal is to "slow down" speeders which has nothing to do with "road maintenance" but having to do with regulating what goes on inside a subdivision or in other words, function as a "HOA?"

HPPOA is complicated. They are a voluntary community association that collects mandatory road maintenance fees. One arm of the association is a non-road, non-profit, that was formed for recreational, club-type of activities (think of this as the parent company). The road maintenance part of everything is under the control of the parent company, but is supposed to be separate and the funds for each, the parent company and the road maintenance are not supposed to commingle.

Road maintenance consists of many functions, graveling the roads, dust mitigation, mowing easements, asphalt repair, paving, striping, signage. If its on the road, or on the road-side, ITS ROAD.

Agreed.

But where does "speed humps/bumps" fall in under that definition? It's not an existing part of the road; it has to be installed. And its only installed for a particular reason. To control (slow down) speeders.

So, I ask again, what does the controlling of speeders have to do with "road maintenance?"

But then, having said all that, what is in the BEST common interest of each HPP resident?
