I guess the process is...
First install your pole, then find an electrician to hook up breaker box and run wire to top of pole in conduit and run a few grounding wires... So, you pay an electrician 9XX dollars to come and do a 2 hour job... Then they (the electrician) calls the or sends something to the county to get a electrical permit number... Then you wait wait wait for 4-6 weeks for a electrical permit meanwhile helco comes out and inspects your handywork (that is if you tell them)... So, your electrician calls and says you got your permit... So he calls the same people that he originally sent the permit and says to them that its ready for inspection (after they just sent the electrician a permit in the mail)... hahaha (I'm at this point)...So, they take a week to look at the pole to see if everything is ok... then I guess after they think the pole is ok... They call Helco The company that has already taken pictures and inspected the pole (weeks ago) that the pole is approved for a meter!!! Hahaha!!!
Lastly you wait for helco to come back to plug in the meter... Sheehs, could it be any more stupid? What a WASTE of time and tax payer's money. Oh well...
