Any licensed PE can design and stamp a septic system using either a leech field or seepage tank. The building code is what they use for the size of the tank, gallons per day, (water meter) number of BR’s (if it’s residential), and either a seepage pit or leech field.
I build them all the time. Oh, BTW his name is Ronald Nickel.

There is Peter Dahlberg in Kona and another guy in Pahoa that are both PE's - also Jeff Smith comes over from Oahu every Friday and does some of them.
