BTW - We all know how she talks and what not, the words that are written in these amendments do not sound like her talking.
There must have been someone that gave her this list of amendments.
Any possible ideas?

I came back from maternity leave on June 1. By then,
Councilwoman Emily had been working on proposed
amendments with Diane Gentry, who worked in my
place from mid-February to May 30. I really don't know at what
point exactly the Puna CDP was released and was passed over to
the Planning Commission and Council Members. I don't recall it had been
finalized when I took my leave in February.
One of my first and main assignments upon returning
from leave was to work on proposed
amendments with Emily. Some of Emily's proposed amendments
were already suggested by Planning Director
Chris Yuen, so they were not pitched by Emily.
You have to understand that the offering of these amendments is not considered
to be last minute. The Plan has only recently been finalized.
This past Tuesday was the first
time Council Members were taking up the proposed plan.
As for turning them in the day of the meeting, well, I was still working on the amendments at 10 p.m. Monday. ( I was listing them A., B., C., D., E. etc., making
sure the okinas were in the right place. ) This is
my job. My job description is to write legislation.
Responding to people on blogs on behalf of Emily is
not in my job description, it is something I do to be a good
employee to Emily and to be helpful to constituents.
We'll leave it at that.
Since this is a holiday weekend, please consider the fact
that I'm going to be out enjoying the beautiful island
we live on and having quality time with my ohana. I may
not be as responsive to this blog as I have been.

Back to Chris Yuen's amendments:
These are also something everyone needs to take a long hard look at. They include creating a light industrial area in HPP on 33rd Street and Highway 130 and also on Kaloli Drive between 13th and 15th Avenues. They also make an effort to insert the W H Shipman bought and paid for Kea'au Master Plan into the PCDP and specifically labels the Shipman plan as having been developed with "community participation". It carefully avoids saying community input. The language also seems to guarantee Shipman a seat on any steering committee by stating "The master plan should be prepared through an inclusive community based process that involves major stakeholders, including land owners, community representatives, and public agencies" No mention of the average citizen of course. The amendments also call for light industrial areas in specific locations in Pahoa and tries to gut the floating zone concept. The two industrial areas in Pahoa are behind and below the new fire station and behind and above Malama Market. Access road locations are also specified. So much for community input. The bulk of the amendments concern zoning and the establishment of regional town centers. These changes need to be examined very closely.
We all need to express our concerns to Council Woman Naeole about Chris Yeun's amendments as well as her own amendments via email, phone and in person at the Makuu Farmers market tomorrow. My basic message will be to defeat all amendments and pass the PCDP as is as quickly as possible!

Thanks Tiffany for clarifying how Emily's Amendments came to pass.
I was present at the Planning Committee meeting until the end.
I believe it was March, 2005, right after the County adopted its General Plan, when then Council Member Safarik requested an unscheduled meeting with some members of the HPPOA Board of Directors. I was on the HPPOA Board at that time. I was informed by a staff member in the HPPOA office of that meeting, Gary wanted the Board's support for a road through HPP.
HPP had an existing Master Plan approved by a County Resolution,(in 1998) which was never enacted by a County Ordinance. We all know what happens without codifying resolutions of this nature.
The HPPOA Community Master Plan evolved from a charrette back in 1994, if I recall correctly. (I moved to HPP Dec. 25, 2003 .)
The HPPOA Board discussed Gary Sararik's info/request. He said that if HPPOA revised its existing Master Plan, then he would make sure that a Revised HPPOA Community Master Plan would be included by amendment to the new 2005 Hawaii County Master Plan. Well, he didn't have the authority to make that happen. And, he lost his re-election bid.

We are waiting to hear from Emily Naeole on her intentions for taking community input on her amendments. She has acquired a month in which to do this. It would seem simple enough and proper to take it to the community (her people).
Of course she did have the benefit of the testimony at the Council Planning Committee. There should be an accessible record there of the testimony on Chris Yuens amendments. I do believe that the positions and testimony expressed on Emily's amendments now are the exact same as those expressed on Chris Yuen's amendments then. Pass it now, amend it later.
Why act surprised?
The community investment in this plan far, far exceeds any one person's point of view. Those who spent two years on the proposals deserve some explanation from those who spent two weeks and want to change it now. They might just have some insight to offer. I think it is called mana`o.
To say our concerns lack aloha and are politically motivated miss the inspiration for all this. The situation was not of our creation and we are not alone in our thinking.
Assume the best and ask questions.

Remember the email w/attachment from Brad Kurakowa explaining 'modern roundabouts and that some are alive and well on Maui?'
Remember the presentation on 'land-pooling at the Keaau Middle School multi-purpose room?
Notice Chris Yuen's proposal waters down the land-pooling concept.
If the land-pooling concept can have value in Puna subdivisions, if it is a legitimate planning tool, if our current Planning Director proposes to water it down, and if our Council Member has listened to Chris Yuen only, then whose mana'o do we listen to?
I do not want a one-on-one conversation with Emily. She's welcome to address our community at any time.
