Mongols and Laplanders are living in tents and yurts and have been for 10,000 years i'd bet you a dollar that they are healthier than you have ever been.

What I did not approve was that Ms. Naeole's bill did not deal with the issue comprehensively.
Don't get me started about her unprofessional behavior at the Council Committee meeting where the bill was defeated.

If I want to live under a palm frond or just under the stars on my property, no law should take away my right to exist.
Requiring a person to have a certain item or regulate my palm frond is over stepping.
If a tribe of weirdos lived in tents next to my property, I might not like it but who am I to deny them their right to life, liberty and the pusuit of happiness?

When their lifestyle affects those outside of their property. Sanitation comes to mind. The lack thereof which can promote disease, mosquitoes, rats, stench, polluted groundwater or runoff, blowing trash, etc.

There is somethingto be said for health codes. I am sure that the ancient hawaiians had some kapus pertaining to public health like burying your poop. Every successful culture has had some basic restrictions on behavior.

That's crap. I'm not rich, far from it. (Well, maybe compared to the starvin pygmies down there in New Guinea :|) I wouldn't have a problem for a temporary permit for a well regulated temporary structure code just for while building and as long as some enforced sanitation provision was included. The permit cost should be reasonable but the permit cost should cover the cost of enforcing the sanitation regulations.

Health and building codes are for EVERYONES safety, they should be in place and enforced. Otherwise you will have Helter Skelter…………….

Health and building codes are the dial with which society sets it's standards of living. If you want lower standards or higher standards the community can decide. Once those standards have been determined the enforcement of those codes takes effect. In Puna, for many years, enforcement has been very lax. Some may think that good, some may think it bad. It is all a social equation. From what I have read the State of Hawaii has the highest standard of living of any pacific island group.
Assume the best and ask questions.
