A humble request to the brighter minds out there:
I am buying a used vehicle from someone who bought it recently from someone else and didn't change the title over. I need to fill out a Bill of Sale which is required by the County for me to get the title in my name.
I spoke with the County and found the required Bill of Sale form that they use on their website which can be viewed here:

The parts of the form I need to fill in are shaded in light blue at the above link.
My question is what information needs to be filled in for the part that reads: "That in consideration of ______"

"That in consideration of ______" is usually what is exchanged in the contract. Usually to acquire a car one would exchange money, in which case the blank would be filled in with an amount. Just as legally one might say:
I transfer this car in consideration of receiving 100 hours of yard work. Or three beehives.
But 99.999% of the time it is money.
Someone correct me if I am wrong. It's been 40 years since I studied business law.
Assume the best and ask questions.

You spell out the dollars followed by the figure, so: "Two hundred and Sixty Dollars ($260.00)."

Or do you spell out the amount in the first cell and put the numbers in the next cell similar to a check.
For example "That in consideration of One Thousand Dollars
($1,000.00)
Is that what it means?

You write out the amount in longhand just like a check .

You can (should in this case) phone the tax office and the police and check a couple of things before you hand over the money.
1. Check that the vehicle is not stolen.
2. Verify that the license plates belong to that vehicle.
3. Verify that no back taxes are owed.
4. Verify that the safety sticker is valid.
All 3 of the above happen a lot more on this island than you would believe. License plates are routinely stolen and moved to other vehicles. Safety stickers are routinely stolen as well.
Can you contact the owner whose name the vehicle is still registered to?
