Feed in Tariff for Hawaii

Does anyone here have experience with or opinions about the feed in Tariff program in Hawaii or elsewhere. Judging by the responses from potential power producers, Helco is fiercely fighting it. I'm mainly interested in the issue from a potential power producer perspective.
