All dogs should be licensed and the owner held responsible for their actions. Of course all drivers should have insurance. That doesn't/won't happen either.
Retrievers have been bred for hundreds of years to retrieve. Sight hounds have been bred to chase. Pointers bred to point. These efforts have been successful in that retrievers retrieve like no other dogs, pointers point like no other dogs, and hounds chase like no other dogs. Pit bulls have been bred for hundreds of years to attack and keep attacking. If retrievers retrieve instinctively and pointers point instinctively, how could it even be possible that dogs bred for hundreds of years to attack would not attack like no other dogs? Pit bulls are different than other dogs the same way that pointers are different from other dogs.
Practically speaking, I don't know how such a ban would be enforced particularly for mixed breeds. What would make more sense would be to require and rigidly enforce dog registration and certain other laws regarding dog welfare. Any dog found without a registered owner becomes the property of the state to be adopted out (after neutering) or euthanized if it is not adoptable. Yes, certain dangerous breeds would still be around but there would be a mechanism for putting pressure on owners whose dogs caused trouble.
