Oiling Makuu Drive
#1
Does anyone know why they are oiling recently paved sections of Makuu Dr. from about 15th to 6th street? The stuff really stinks and it seems like it's taking forever to dry as my sneakers can attest to!

The stuff going on Makuu Drive is 'sealer'.

First they painted much needed double stripes all along Maku'u, then they "sealed" over the stripes a few weeks later. The logic of that order of activities evades me.

I guess I can only surmise that the reason they are doing this is because there are cracks in the asphalt and parts of the road are failing already. Shouldn't the contractor be held responsible and have them repave those sections since the lower part of Makuu was just paved less than a year ago?

The contractor from the last paving/repaving phase has been redoing some parts of Kaloli at his own expense due to poor quality and the omission in places of an underlying mat. I don't know if the Makuu issue is part of the same problem, but I do know that the General Manager has been holding the contractor's feet to the fire to get things fixed on Kaloli. I don't recall all the details, but this whole issue has been discussed at HPPOA board meetings. Final payment is being withheld until satisfactory remedies have been completed. You might want to call the office Tuesday and specifically ask about Makuu. My experience has been that calls are answered/returned promptly and cordially.

I'm glad Scott is our General Manager to HPP. Doesn't owe anything to the "good ole boys club" and he really knows the construction business. I don't think any of the past GM's would have had the cajones to stand up to contractors to get the job done right.

It's not oil. and the road was striped 4 months ago not a couple of weeks ago, the contractor, at his cost, will restripe over the treatment where ever it is sprayed.
Why don't you stop in the office and speak with the GM, I heard he's a real nice guy and has an open door policy.
Or, attend the next BOD's meeting in June to follow the path of the remediation for the Phase III paving contract.

If it's just general knowledge....Why doesn't the HPPOA just update their "roads" information on their website on a timely basis so people don't have to make special trips to the office or post questions on popular local websites to find out what's going on. Isn't that what the website is there for?

While it would indeed be nice for the roads portion of the website to be updated more frequently, a simple phone call to the office would probably suffice. Scott, the GM, has been more than willing to explain in detail the remediation of the Phase III paving problems. I attended the meetings where this was discussed, and he is on top of it. Unfortunately, the minutes of the meetings posted on the website do not do justice to his comprehensive approach to this. They simply refer to the "punch list" without specifying all that entails. Scott has also been quite available to discuss other issues with members.

And then there is the rare and novel concept of interested parties actually attending BOD meetings. (Thank you, Scott.) I know people are busy, have kids, have jobs, and have three bazillion more things to do, but the agenda for each meeting is posted a week in advance on the website with all the topics listed. On top of that, there is Owner Input at every single meeting where any HPPOA member can have three minutes to voice their concerns, gripes, suggestions, or whatever. The BOD and General Manager often even answer questions, although the by-laws don't require it. Both the Board and the GM have a far higher value for member participation than we had previously seen.

Some people would rather complain from afar than take the trouble to even observe, never mind offer some ideas or suggestions. I'm not pointing this out to be accusatory toward any specific individuals because I know that some of the people who post here do attend sometimes. Others, however, are willing to gripe, but not to put in some effort. I used to make detailed reports here on Punaweb about meetings, but I finally realized that I was only enabling the non-participation. Now I just post here on some specific topics and send emails to a few people on the mainland who legitimately can't attend.

Sorry for the rant, but that's how it is from my perspective.
