To achieve a modicum of transparency, I think the council should allow only
clear plastic bags.

Greg, believe it or not, it is TRUE, in the proposal they are still allowing the free plastic produce bags (which are CLEAR!)

seriously think that it would be a better idea to just charge .50 or so for each plastic bag used. Money can be a great motivator for people to bring their own bags; Plus the revenue collected could go towards recycling.

I have often thought that if the idea really is to reduce the plastic bag waste, there should be a refundable bag deposit, knowing that there would be the potential for regulatory nightmares... but just think, those guys getting all of the bottles & cans would have another income stream, and those that think paying for a bag is insane, merely need to return their bag for the deposit.... I know it ain't gonna happen... but ...

It is time for people to realize that reduction of waste, by one method or another, is coming here, there and everywhere.
If you truly prefer throwing stuff away constantly then these are the Good Old Days.
