This probably has been answered in different topics - did search nothing hit me.
Would just like to centralize some questions pertaining to our situation:
Does flooring need to be installed or can subfloor just be painted?
Do you have to have dishwasher installed?
Do you have to have refrigerator installed?
Do you have to have washer/dryer installed?
Do you have to have a dryer exhaust vent installed - might possibly buy/use condensing/ventless dryer?
Do you have to have interior doors (ours are all pocket doors) installed?
Do you have to have the driveway gravel meet (level with) the carport entries - even though our carport is FULL of STUff and you cannot park inside?
That's all I can think of right now.

Some of your questions can be answered this way: If it is in the plans they want to see it.
For example: If the plans specify the type of tile, carpet or other floor finish then the inspector will look for it. This protects the home owner from contractor's not completing the work. Owner builder's might prefer that their plans leave out all or most all finish details. In that way you for not need paint, finish floor or even trim.
If possible you should get the answer to your questions from the building department and get the answers in writing. County departments are required to send a written response in 30 days to a written inquiry. And a reply on county letter head can have value in a dispute.
Assume the best and ask questions.

YOUR inspector is the "final" say, rob is correct in that if the plans show it, it must be there. i would say YES on pocket doors because you cant put them in after sheetrock. my inspector said final grading had to be done and paid special attention to dryer vent, had me move it 10 feet away from the propane tank which made it rather long. so look at the plans... i just painted my subfloor and he had no problem with that as did other people i know, but then, the plan did not call for anything special.

It is not a bad thing to call the inspector at this point and ask. Although if it is one inspector who shall remain nameless, good luck with getting a call back from her.
One thing - the inspector should not care if these items are second hand, bought at a garage sale, given to you by a friend who was going to throw them out kinda appliances.
The kitchen items need to be in, but you can delete the W/D from your plans without too much headache USUALLY (qualified).
Or if you are waiting for yours to come, call rent a center and rent them for the week of the inspection. (That was what one person I know did because their's were on order and Sears said 4-6 weeks and it was holding up final and refinancing.)

You didn't ask, but you need to pass both plumbing and electrical finals as well.
I was also fortunate in getting a pre inspection by my inspector. What was really good was he looked at exactly the same things when he came back official. Sadly, he is know a retired inspector I've been told.
